winnipeg's exchange district has more old warehouses than san diego's gaslamp district, but the principle could be the same in winnipeg... build some decent restuarants and housing in the exchange district and keep the watering holes and restaurants open evenings.. the result is a bustling neighbourhood filled with people enjoying this space.
